According to the interview piece with Russell T Davies in the Seven magazine from the The Sunday Telegraph in the UK (which Outpost Gallifrey has picked up on) the fourth season has been greenlighted.
The interview which is very long also says that there will be a Christmas Special this year and suggests that Davies wants to move on from the show.
Relevant piece from the article:
"A fourth series of Doctor Who has already been commissioned, and Davies is putting the finishing touches to scripts for Christmas 2007. His work here is - almost - done."

Er. On topic, a fourth series would be great... though I wonder if we should start getting confident over how many series we'll have left, because RTD apparently said he'd leave after series SIX or something... hypothesising or does he generally know? |

Probably just hypothesising. From what I read of that interview, I don't think we were meant to infer that "OMG RTD's leaving after Series Six! You heard it here first!!!1!!", rather it just seems to say that RTD won't be doing Who forever and would still like to do something else in the future. That's all. |

| Just cause RD doesn't do WHO anymore doesn't mean someone else can't. I personally would like something new. And maybe a Doctor who wasn't so young. |

Outpost Gallifrey has reported on who is going to be the writers of season 4 as announced on DWM 383:
Helen Raynor and Steven Moffat are both back with each writing a two-part story. Also returning are Gareth Roberts, Tom MacRae, and Stephen Greenhorn with an episode each. Writing their first episodes for the series are James Moran and Keith Temple. As well as the 2007 Christmas Special Russell T Davies will be writing 4 episodes. |

Nope, wasn't a rumour - unless all the parties (including Mr Fry) are playing up to it.
The story was originally bumped as it would have been too costly based on what was seen - so it was planned for the next (that is, the third) season. (report)
Since then, Stephen Fry has become busier with other work that he hasn't time to devote to it. He's said:

No it doesn't say the BBC have confirmed that date at all. The BBC have confirmed the week it will commence, and as 5 April is the Saturday in the week, it is believed that that will be the broadcast date.
Very sloppy reporting - a heading that provides a definitive date, and stating that this isn't confirmed half-way down through the article. |
